Besides the [[ETS]], the Effort Sharing Decision is one of the EU's main tools to address [[Greenhouse gas (GHG) emissions|greenhouse gas emissions]]. The Decision establishes a binding EU target to reduce [[Greenhouse gas (GHG) emissions|greenhouse gas emissions]] by 10% until 2020, compared to 2005 levels. This applies to sectors that are not included in the
