EU Strategic Framework and the first Action Plan on Human Rights and Democracy was adopted in 2012. The Framework sets out principles, objectives and priorities, aiming to improve the effectiveness and consistency of EU human rights and democracy policy as a whole. In July 2015, a second Action Plan on Human Rights and Democracy was adopted, focusing on areas including empowering local actors and institutions, addressing violations and abuses in conflicts and crises, fighting discrimination, mainstreaming human rights and enhancing the effectiveness of tools and policies.
