Energy is a shared competence where both Member States and the EU can legislate. The EU with its institutions sets the central targets, launches initiatives on a European Level and the European Commission’s issued Communication papers regarding both climate change and energy draw attention to the need of environmentally friendly energy production and policy paper by Directorate General for Internal Policies has seen and reported the Decentralised Energy Systems as a solution.
